Italian Homes For Sale - Berlusconi's Home Plan to Boost Property Market

On Wednesday April 1 the new Berlusconi's Home Plan, containing actions aimed to boost the market of Italian homes for sale and also the Italian economy, has been presented to the presidents of the Italian regions. The Home Plan will be approved by decree, said the Prime Minister, which would make the plan effective immediately. This will interest a big part of the Italian home owners, nonetheless foreign property owners as most of the properties owned by foreign investors often outside historic centres where, as we will see later on in this article, the Home plan cannot take place. Let''s go more into details of the Home Plan: The plan allows owners of detached houses and duplexes to expand their properties of up to 20% of their existing volume. This is not applicable in historic centres, in non building areas and with unauthorized buildings. Only properties with a volume smaller than 1000 cubic metres can taken into consideration, then the expansion will never be more than 200 cubic metres, unless otherwise disposed by the regions which can modify the volume increase allowed. Both residential and industrial properties can be pulled down and rebuilt with a volume increase of up to 35% if this is done with a structural improvement, improved energy efficiency and a better environmental impact of the rebuilt property. The Home Plan will affect also the public residential constructions with actions aimed to build new properties and council houses on the outskirts f the main cities, building what the Italian Premier calls "new towns" which will be much more modern and efficient compared to old outskirts now surrounding Italian cities. This is probably the most important aspect of the plan as it will drastically change the look of the Italian outskirts and, if used in the proper way, will put Italian cities at the same level as the majority of European cities, especially Northern European cities, where quite often has occurred a perfect integration between modern and ancient, highlighting everything is enjoyable from what modern architecture can offer. If the whole Home Plan goes through the esteems are that 9,193,666 buildings could be affected and between 60 to 70 billion euros could flow into the economy. Is also interesting the plan to build 100,000 new low cost flats for youngsters and families with a fund of €200 million which could help to solve the lack of homes, especially for less fortunate people. Of course lots of doubts about the plan have arisen since an abuse of it would "leave Italy covered in concrete", as the leader of main opposition party said, especially if the use of the plan looks mainly towards the economic aspects, forgetting that the beauty of Italy lays on its stunning cities, on its history and on the beauty of its nature and its landscape. After all, the Home Plan can offer great opportunities to everyone who has bought or is thinking of buying a property in Italy as it gives the chance to increase the value of their properties, and it gives also a good opportunity to boost the economy and to improve the sight of many city''s outskirts making them more efficient and up to date.
